AOS Jurong Energy Terminal: Oil Storage in Singapore
Our Asia Pacific gateway, in the Jurong industrial area of western Singapore. It offers 820,000 m³ of storage for fuel oil, marine fuels, middle distillates, gasoline and naphtha, serving the region’s largest trading and bunkering market.

Terminal Overview
Where Asia’s Energy Trade Meets
Singapore sits on one of the world’s busiest energy shipping routes, between Middle Eastern and Indian supply and the demand centres of Southeast and East Asia. It is the region’s main oil trading and pricing centre and one of the largest bunkering ports in the world.
We acquired the terminal in 2021 as our first international asset. At the time it held 530,000 m³ in 11 tanks. Our Singapore Storage Expansion, commissioned in September 2023, added five tanks and 290,000 m³. It was built on underused land within the existing site, with no new land needed.
Today, the terminal serves three main markets:
- Marine fuels: Heated storage and blending for VLSFO and HSFO, and marine gasoil, supplying bunker suppliers’ barges
- Regional distribution: Diesel, jet fuel and gasoline for distribution to Southeast Asian markets by coastal tanker and barge
- Trading and cargo building: Assembling and holding cargoes for Asian and Australasian destinations

Storage Infrastructure
Tank Configuration
| Tanks | Capacity each | Total | Construction | Service |
|---|---|---|---|---|
| 4 | 80,000 m³ | 320,000 m³ | Fixed cone roof; insulated; heated; side-entry mixers | Fuel oil / VLSFO / HSFO |
| 4 | 50,000 m³ | 200,000 m³ | Fixed cone roof | Gasoil / diesel / marine gasoil |
| 2 | 50,000 m³ | 100,000 m³ | Internal floating roof | Jet A-1 / kerosene |
| 4 | 35,000 m³ | 140,000 m³ | Internal floating roof | Gasoline and blending components |
| 2 | 30,000 m³ | 60,000 m³ | Internal floating roof | Naphtha |
| 16 | 820,000 m³ |
Heated fuel oil tanks are kept at 45–60 °C, depending on product, using thermal oil heating
VLSFO blending by tank circulation and side-entry mixers, with an in-line density and viscosity analyser
Jet fuel tanks and lines are dedicated, with filtration and water separation in line with aviation fuel quality practice
Every tank has radar-based automated tank gauging and an independent high-high level alarm linked to automatic shutdown
Marine Infrastructure
Four Berths, Barge to LR2
| Berth | Vessel size | Max draft | Max LOA | Typical rate | Use |
|---|---|---|---|---|---|
| Berth 1 | Up to 120,000 DWT | 14.0 m | 250 m | 3,500 m³/h clean; 2,500 m³/h fuel oil | LR2 / Aframax loading and discharge |
| Berth 2 | Up to 60,000 DWT | 11.5 m | 185 m | 2,500 m³/h | MR / LR1 tankers |
| Berths 3–4 | 1,500–8,000 DWT | 6.5 m | 110 m | 1,000–1,500 m³/h | Bunker barges, coastal tankers |
Loading and Unloading
- 12-inch and 16-inch marine loading arms with emergency release systems at Berths 1 and 2
- Vapour return connection at Berth 2 for gasoline and naphtha loading
- Hose-handling cranes at the barge berths
- Simultaneous operations at up to three berths, subject to product and line allocation
- Bunker barges load against mass flow meter-equipped delivery arrangements
Pipeline and Road Connections
9 km of transfer lines, including two 12-inch interconnection lines to neighbouring industrial facilities, subject to commercial agreement
Four bottom-loading bays with additive injection for local diesel and jet fuel distribution
Direct access to Singapore’s western anchorages and the main shipping lanes of the Singapore Strait
Customers and Strategic Role
Who Uses the Jurong Terminal
- International oil companies with Asia Pacific supply operations
- Commodity traders building cargoes and blending for Asian markets
- Licensed bunker suppliers serving vessels in the Port of Singapore
- Regional distributors supplying Malaysia, Indonesia and other Southeast Asian markets
- Petrochemical companies taking naphtha feedstock
Strategic Importance
Singapore is the Asia Pacific anchor of our network. It links to our Fujairah terminal for East-of-Suez fuel oil and distillate flows, and to Houston for trans-Pacific cargoes. Our Commercial Director and Head of Terminal Operations are based here. It is also the pilot site for our digital twin pilot. See how we serve marine fuel suppliers.

Terminal Capabilities
What the Terminal Can Do for Your Product
Product acceptance depends on terminal specifications, tank and line availability, regulatory requirements, product compatibility, safety assessment and contract conditions.
Read the case study: Singapore Storage Expansion- In-tank blending of VLSFO and HSFO
- Gasoline blending from components
- Cargo building and breaking
- Tank-to-tank transfers and homogenisation
- Additive injection at the truck rack
- Independent laboratory access for quality certification
- Customer inventory portal with reporting after each movement
Safety and Operations
Operating Standards
- 01Operated in line with Singapore’s regulatory framework for major hazard installations, fire safety and pollution control, and with the requirements of the relevant port authority
- 02Emergency response team on site 24/7, with foam-capable fire appliances and fixed foam systems on all floating-roof tanks
- 03Full-scale emergency exercise every year with external emergency services, plus monthly drills
- 04Tank inspection programme to API 653, with risk-based inspection intervals
- 05Digital twin pilot (2026): a 3D model linked to live operating data for the tank farm and jetty, used for maintenance planning and training
Expansion Potential
What’s Next in Singapore
+100,000 m³
Under study; earliest 2028
Land in Singapore’s industrial areas is limited, so growth at Jurong comes from making better use of the existing site. We are studying a brownfield expansion of two 50,000 m³ tanks (100,000 m³) on the remaining reserved plot, earliest in 2028. It would be paired with debottlenecking of the Berth 2 transfer lines to raise loading rates.
